Project risk assessment

Perspectives project risk assessment
Effective identification of high-quality project proposals for CER/ERU buyers

No matter if you are a company and looking for CERs/ERUs for compliance purposes in the EU Emissions Trading System, if you operate a CER/ERU fund or if you manage a CER/ERU purchase programme, you need to make sure that the CDM/JI projects you invest in are worthwhile.

We at Perspectives have the required expertise to clearly and reliably identify the risks associated with the CDM/JI project offered to you in terms, for example, of the

  • probability of achieving CDM/JI validation/registration,
  • probability of the estimated CER/ERU amounts materialising, and
  • timelines for potential registration of the project as a CDM/JI project.

Besides the conventional CDM project risk assessment, we also perfrom ratings of Programmes of Activities (PoAs) for governmental purchase programmes as well as private buyers.

Our independent assessment reflects the current status of UNFCCC-regulations as well as the situation in the host country while including empirical evidence from validated and registered CDM/JI projects. Perspectives maintains a database of all CDM/JI projects that have been submitted since December 2003. We are therefore in a unique position to provide you with precise information on how the CDM/JI projects of the type you have been offered have fared under CDM/JI so far.

This includes such information as:

  • an overview of  the estimated CER/ERU volumes of all projects of the same kind in validation stage or registered CDM projects, and
  • the investigation of the deviation (in %) from issued CERs/ERUs to estimated CER/ERU volumes from registered projects.

Perspectives has already evaluated more than 30 CDM project proposals in PIN and PDD stage for a number of clients such as KfW-Klimaschutzfonds, Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ), and ORBEO. As a result, we have a highly experienced team for project risk assessment.

Dr. Axel Michaelowa, who is a member of the Registration and Issuance Team (RIT) of the CDM Executive Board, has evaluated approx. 50 projects since March 2006, ranging from biomass and hydropower to agricultural waste, waste heat recovery and cement blending. Axel Michaelowa’s reports have repeatedly led to action by the CDM EB. Moreover, his comments as an independent observer caused the CDM to reject two wind power projects in India and a gas power plant in Argentina.  Axel Michaelowa clearly has ample experience in finding weak spots in PDDs, and he has passed the benefit of this experience on to all of Perspectives’ staff members.
