In only a few days, the 25th Conference of the Parties will start, aiming to finalize the rules for international market-based cooperation, to further operationalize the “Rulebook” adopted last year in Katowice, and to review the international mechanism on loss and damage, and many more. The diversity of negotiation topics and the complexity of the negotiation issues makes navigating the negotiations difficult for observers and policy makers alike. IFDD has published its negotiation guide ahead of the conference, giving an overview of the structure and bodies of the Convention, reviewing progress since COP24 and elaborating on key challenges for the upcoming negotiations. Perspectives contributed with an overview of the issues related to cooperative approaches in Article 6, the operationalization of transparency, capacity building and technology transfer.
