Understanding the status of negotiations on Art. 6.2 of the Paris Agreement

Perspectives and Climate Focus dissect COP 23's informal note on cooperative approaches under Art. 6.2 of the Paris Agreement. These negotiations see two camps - one wishing minimized international oversight, ideally limiting it to the accounting of ITMOs, and the other demanding international oversight comparable to that for the market mechanism under Art. 6.4. The Umbrella Group and Like-Minded Developing Countries but also AILAC support the former, Brazil, AOSIS and the EIG the latter. The EU and Canada take the middle ground with the demand for requirement to report on sustainable development and human rights. Room for compromise could be found regarding prevention of negative impacts on sustainable development and human rights, with mandatory reporting. Likewise, environmental integrity could be fostered by transparent reporting requirements.
